Possible.: Scabies generally has a prolonged presentation from time of exposure, it could take weeks from the initial exposure to develop the rash... so it depends on when you saw him last. Depending on the area you live, there are plenty of insects such as chiggers can cause welts/bumps. It's still worth going to the doc to check.
