See Dermatology: Likely a combination problem, and will need expert (/dermatology) evaluation for resolution. Probably component irritation / inflammation from hair oils / dead skin products + possibly fungal colonization and some bacterial overgrowth. So will need combination approach to get to resolve long enough to heal.
