Either: Training is used for multiple purposes. While many exercise experts and trainers advocate high intensity short interval training with frequent variation to improve strength and endurance, walking for cardiac aerobic training often aims to push the heart rate to a certain aerobic target (65-80% of maximum predicted hr = 220-age). Depends on your goals therefore. Always try to push the envelope.
