Difficult answer: From 5-20% of the general population will be symptom free strep carriers at different times of the year. These do not show blood tests showing an immune response (INFECTION) but a throat swab would be positive. In general, if you have no symptoms other than what you think is a red throat, you don't need treatment. If you have a throat swab done, a positive does not always mean you are infected.
