Yes: What you have described is in a class of problems called Autonomic Dysfunction or Dysautonomia. This is heritable with variable penitrance. This means the genes transfer but there is a variable amount of effect the individual will experience. In general pacemakers are not used to treat this. Since he has a pacemaker he probably already sees an Electrophysiologist. Check with him.
