Probably no risk: I'm not aware of any research on whether luggage can carry norovirus for such a long time. However, there are also no scientific reports that anyone ever caught the virus from using contaminated luggage. If the luggage was directly contaminated, such as someone vomiting on it, clean it with a disinfectant soap. Otherwise don't worry about it.
