Blepharitis: Sounds like chronic blepharitis, allergy and possible secondary bacterial infection, meibomian gland disease, oily eye lashes, could be molluscum contagiosum. You need lid hygiene, warm compresses, artificial tears, allergy drops, antibiotic drops and a visit to your local medical eye care specialist/ Ophthalmologist for confirmation and treatment.
