Needs Attention: If the site is red, itchy and swollen it needs evaluation and possibly treatment. It may be infected. I would follow up with the doctor who did the facet blocks and get bloodwork ( CBC with differential, ESR and crp) tests to exclude an infection. May need imaging - MRI with contrast. It is important not to ignore this. It can be very serious.

Likely: coincidental. Eye issues are not typically related to the spine at all. There can be occasional pain at site of the facet blocks when the anesthetic wears off. Would recommend ice the back area. See your PCP regarding the eye lid swelling.
