Will a baby born prematurely (e.g. at 24 weeks) have any lasting neurological/physical effects?

Impossible to say: Unfortunately, it's impossible to say without a physical & neurological exam. More often than not, there is some lasting effect ... However, the degree of severity varies A LOT - from minimal to very disabling. Best to discuss this with a neonatologist. The program at The Children's Hospital of Philadelphia is the best I've seen. Hope that helps!
