No, ADHD is not really a "neurological issue" and does not reduce life expectancy. It is true that prematurity can cause long term neurological problems (though not always) which could plausibly reduce life expectancy. However, there are so many things that can also have that effect (e.g. smoking) that focusing on that is not useful.
