A year ago my wbc count was 15, 000, it's now 19, 000 and i am having further bloodwork done. i'm 30, should i be concerned it's cancer?

Possible: Chronic myelogenous leukemia will be something to rule out in addition to many other possible conditions that may explain the elevation of wbc- such as infection , inflammation , etc. Some blood works need to be done and referral to hematologist should be considered. Good luck. If you smoke- please stop smoking.
