Sebaceous cyst?: This is probably a sebaceous cyst that is repeatedly getting infected. Or perhaps an ingrown hair with folliculitis leading to a recurrent abscess (carbuncle, boil). A minor surgical procedure to drain it probably will solve the problem. Stop popping it and see a doctor.
