Not primarily: Pain and spasm in the low back can propagate up towards the neck and base of the skull as the paraspinal muscles are interlinked in a jumpfrog fashion. Which can cause spasm related symptoms in the arms and head. Also, the same conditions leading to symptoms in your low back could be causing your upper back symptoms. Direct your efforts at eliminating the spasm below and see if any results above.

Bad Lower back & leg pain. Pain on standing, sitting. Lying. MRI- L4-5 disc bulge narrowing rght exit foramina irrating L5 root. L5-S1 Central disc bulge close to left S1 nerve with annular tear. Had injections & radio-frequency which made it worse?
