YES: You would be in need of at least braces, possibly orthognathic surgery to better position the jaws. See the Orthodontist and the Oral Surgeon as they are the specialists for this. Best of luck.

"Qualify": If you're asking will Orthodontic treatment correct your malocclusion (bad bite), then "Yes." If you're asking will it be covered by dental insurance, there's usually an age 18 cap, so probably "No." Best advice, go see a specialist Orthodontist, someone with 2-3 years more training than a GP who does nothing but Orthodontic treatment all day long, for a (usually free) Initial Examination.
