No: The gynecologist can not tell if you have ovarian cancer by looking at your cervix. Your ovaries are in your pelvis, and you would need an ultrasound to see if there are any masses that would be suggestive of ovarian cancer. A pap test is used to screen for cervical cancer, and cervical cancer can sometimes be seen if it has progressed and you have a large mass on your cervix (biopsy needed).
