Possible allergy: The little rash on baby neck may be due any allergy to the linen or blanket used to wrap him .Babies have sensitive skin , little friction may cause skin changes like rash . Apply hydrocortisone skin ointment and watch for any change in rash .If rash is increasing ,then consult your doctor .
