+it depends: Basal cell cancer is a slow growing Cancer. yet over a period of time(few years) it can become a problem. So if your elderly mother is fit and functional, then you should show her to her doctors and ask him if he/she would consider removing her Basal cell cancer/s

Keep it simple: For a person this old we usually avoid Mohs or other prolonged surgery. Depending on her mental status liquid nitrogen or imoquimod should be considered. These are easy and have high cure rates.
