My hemoglobin was tested twice this month: first time prior to endoscopy (i have gave) 9.6, and 3 weeks later it's only risen to 9.8. normal?

Yes and no: Your Hb is not normal, but obviously is not worse than before. 2 values are not enough for a trend. Depending upon what you have had done for ectasia (if that indeed fixed the leak), and iron replacement and response to it you may need up to 6 months of tight follow up.
