Possible cyst: This may be a simple inclusion cyst but would need to be examined to be sure. Such skin lesions can't be diagnosed without being visualized.

Skin tag or: hemangioma. This is a small blood vessel tumor. They will sometimes clot off and then regress in size. The brown dot may be what is left. If this is changing or getting bigger see your doc for further eval.
