Infection: or inflammation. You must be examined and treated. You may use Advil or Aleve (naproxen) if not allergic, for pain and swelling; however if this is an infected toe, you will need medical and possibly surgical therapy.

Itchiness: Is not uncommon wh en skin swells and expands. The question is whats causing the swelling. I would advise you see a foot doctor for proper assessment.
