Not normal: normal range of motion for toe "extension" is at least 30 degrees from horizon .Show your doc.

Not normal: Toes should be able to move upwards. You didnt say which toe...was it ever injured?

Can you move it now?: There are many possible reasons why upward toe movement is diminished. By the way, the movement is relative to the position you start the toe moving from. Having said that, it's best to have it evaluated by someone who knows how to perform these basic biomechanical evaluations.
