Had ct scan for pe a month ago tht came back negative. my allergist now wants me to check for pulomonary hypertension. would the ct scan not show tht?

Not necessarily: Long standing pulmonary hypertension causes changes that can be seen on a CT scan however early on there are no imaging changes that would normally be seen.
