Vitamin D deficiency: In my experience with patients with low vitamin D, certain forms are better absorbed than others. Try Cholecalciferol D3 gel capsules...avoid the actual tablets. You can have these prescribed to you. Ask your primary what he or she thinks. I would recommend 5,000 units a day. You need to get that level up to AT LEAST 30!!

Take more!: That level is a bit low for the amount you are taking but many experts advise people to take 5000-8000 iu/day of D3 to achieve optimal blood levels of 50-80. Try increasing to 8000 iu/day and recheck levels in 4 months. You may not be absorbing it. Look for liquids that have 1000-2000 iu per drop from companies like Pure Encapsulations or Biotics Research. I also advise at least 2 mg/day of Vit K.

2000 units: If you are taking 2000 units a day the vitamin D level is clearly wrong. Please have it measured again. If you are not taking it daily please do so. Please let me know what transpires.
