Not nerve.: Nerves are almost impossible to feel. It is likely a tendon. Whether you can feel it or not depends on the position of your head and how much muscle and fat is over it.

Unlikely, but...: This is unlikely to be related to the cervical sympathetic ganglion, unless you have a Schwannoma or other unusual situation. If you are concerned that there is something going on please see a physician for evaluation.
