Tunnel vision and shaking while conscious only lasted a few seconds then tingling in fingers. could it be a seizure and how do you tell if it is?

Unlikely: In an otherwise healthy 19yo male, this is more often due to brief disruption of blood supply to the head (commonly after standing rapidly from a squatted position or similar change in posture). You are right to consider seizure, given the history of melanoma, but this does not happen to be consistent at all. Keep your doctor informed, but for now, be reassured.
