Needs exam: This can be caused by a variety of conditions. Exam is needed, and prob Xray and then labs to make the correct DX and treatment. Could be arthritis--etiology can be from many things.

Time to Move.: The ankle is a relatively complex in nature as far as joints go. The fact that this has been a problem for a month demonstrates that something is wrong. This probably involves either bone, soft tissue or both. You can certainly play around with the obvious problem, by rest, ice/heat/ compression and elevation, or you can have it examined and remove all doubt as to what is exactly the issue.
