See your doctor: Need to rule out a nerve compression at the neck level. The best way to go is to see your doctor or a orthopedic spine surgeon and obtain thorough neurological exam and MRI of Cervical spine

Suggestions: You likely have an intermittent nerve compression over the lower brachial plexus and your elevation of limb causes more nerve compression. Some mechanisms to consider would be Thoracic outlet syndrome, pectoralis minor syndrome, but even more peripheral sources of nerve compression at elbow or wrist. An EMG test can help
