It is not normal: I don’t think that’s normal. Call your dentist or oral surgeon for post-op consultation and treatment if needed. Take care.

See your dentist: See the dentist that performed the extraction to ascertain if all is healing well. There is a certain amount of swelling after the extraction and while the area is healing. Make sure not to smoke,which will delay healing. Have the dentist check your other teeth and gingiva to make sure that you do not have additional gum issues. More important, have a treatment plan to replace #31.
