I doubt it: What prompts a cold sore flare up is often difficult to tease out. In western medicine we often relate it to a response to some stress. In Chinese medicine it can be damp heat building up in one's body. Rather than the topiramate per se I suspect the condition that led you to be prescribed the topiramate is the more likely suspect.
