See doctor: His heart rate is not concerning (younger children have higher rates than adults), but if you feel that he is struggling to breathe, he should be evaluated by a doctor.

Go to a doctor ASAP : If he has a fever this may be normal response. However, with the limited information given I would advise seeking medical attention as soon as possible.
