Unlikely: Unlikely cancer. But any neck lump/bump should be checked. See an ENT doc for exam/recommendations.

Skin cancer is a: delayed risk of sun exposure, usually happening many years after the initial uv damage. This sounds more like acute infection. If it persists, see a doctor for definitive treatment.
