No: any vein can technically thrombose but you have nothing to worry about from a blood draw. The phlebotomist probably meant that your vein was less superficial than most people's.

Blood draw.: Blood is drawn from superficial veins and some are deeper than others. Only in emergent situations would blood be drawn from a deep vein and then only in a hospital by a physician. From what you say, the blood was drawn from a superficial vein which may have been deeper than the usual veins. The chance of developing a DVT from this is practically zero.
