Leukoplakia : White colored lesions that don't go away should be seen by an ENT or oral surgeon. A biopsy is often necessary to evaluate this problem. Overall, this seems pretty minor and you shouldn't be too concerned.

May be a scar: You can have your physician have you see a dermatologist. This may be a scar but we usually don't see that loss of pigment on the lip. Sometimes cells lose their pigment but this is something the dermatologist can you help with this.
