Almost certainly this isn't cancer; oral or skin cancers are exceedingly rare at your age. But see a doctor if you remain concerned about the white spot.

It depends. We need to know if this spot is growing/enlarging in size before you need to worry about it. White spots are typically not cancerous. If you have an enlarging white patch it is called Leucoplakia....this typically takes many years to evolve. Keep in eye on it once a month to see if it has grown in size and let us know.
