Fasting: Probably not the best idea to do that unless you are talking about fasting overnight for a blood test. Some women develop anemia during their period and fasting with the period may lead to dehydration to the point that it could cause syncope (passing out) or other issues. Also, fasting in general is not very healthy and doesn't cause long term weight loss.

No it is not: It is not dangerous to fast on your period. Normally the amount of blood you lose through a period is minimal and even on a fast you should be able to replenish this amount of blood pretty quickly.
