Can vary: The 28-day cycle does not apply to everyone every month. Some cycles can be shorter than others. What a woman might do is keep a record of the day each period begins and share that with her women's health provider if repeatedly abnormal cycle length. If she is trying to conceive, her data can be very helpful to a physician.
