Yes..: Shingles can manifest on any part of the body around a specific skin region we name dermatome, which usually forms like a map like area where the virus sits and shows symptoms of pain( usually burning type), itching, and rash in a cluster distribution. Yes, anywhere, yet: rarely symmetrical, so if symptoms/signs are symmetrical, problem is unlikely to be Shingles. Since Shingles is a recurrent flair of pox virus, long dormant within nerve cells of the brain &/or spinal cord, it can create problems & present in any portion of the head or body, no exceptions. More common peripheral neuropathy presenting in both legs & feet is Diabetes (regardless not yet diagnosed).

Probably not shingle: Herpes zoster (shingles) almost always occurs only on one side only, and virtually never would occur symmetrically -- i.e. both sides of the same area of the body. An outbreak certainly could involve the lower half of the body or the lower leg and foot, but only on one side. Something else is causing your symptoms. See your doctor about it. Good luck.
