Follow up : Thr exposure time was extremely short, but your symptoms are definitely suggesting airway inflammation, hypersensitivity pneumonitis like. Would suggest follow- up with your PCP. Pulmonary function tests as well as a steroid inhaler trial to be anticipated.

Not long enough: 1 minute's exposure to concrete dust cannot cause silicosis. You probably had a viral upper respiratory infection and now have post-inflammatory bronchitis - which is common. Give it time. You'll get over it.
