Unlikely: while hormonal birth control is known to sometimes increase breast size, the appearance of veins on the breasts, shoulders, and face would not necessarily be related to hormonal exposure. if this is something that is happening to you and becoming a big problem, see a doctor for a more thorough exam.

ALT elevated for a year are around 120, most recent it jumped to 200. All other blood work good, CBC, PT, and Hep. Notice in last few months alot of red veins on ribs, chest, and around eyes. Should I get a liver biopsy or run any hormone tests?
