My 6 year old has what looks like spider veins on his cheek and very dark circles under his eyes, any idea whats going on?

Some basics: Spider veins are seen sporadically as transient findings in many kids. Dark circles under the eyes suggest slow blood flow in the nearby capillary beds from allergic (airborne) irritants effecting the tissues surrounding the eyes. By themselves these findings are not worrisome. I would need to see the kid & review the whole history/exam to comment further.
