Consult a Doctor: You should consult your position you may be developing condition called thrombophlebitis which is an inflammation of your veins. It can be caused due to the pic line.

Pic line: The appearance of new veins on the shoulder and chest following pic line removal suggests a possible clotted vein resulting in new veins forming around it. I would recommend a venous ultrasound of the area when the pic line was to evaluate those veins.
