2cm lymph node on top of right carotid artery. has not grown in 1 year. is this okay as long as it does not grow or is it cutting off blood flow?

Probably ok: It's not cutting off circulation - your carotid artery is a thick walled, high pressure vessel that's not easily compressed. Lymph nodes in the neck are common and usually benign, but you should be carefully examined for other enlarged nodes in less common locations including on a chest x-ray before writing this 2 cm node off. The fact that it's not enlarging is very good.
