Normal: This is likely your sublingual frenum, or muscle attachment. Perfectly normal. It often restricts the amount that you can stick your tongue out. Some people are very restricted and have it trimmed. If you extend your tongue and move it side to side you may feel it rub against your bottom front teeth. Not to worry.
