See a dentist: See a dentist and request a biopsy to evaluate the the white spot (leukoplakia) on the tongue. Usually some toxin, pathogen, allergen is the cause of the sore throat, see an ENT.

See your dentist: The floor of mouth is one of the most common sites of oral pathology. There are multiple factors that can cause a white spot and raised ridge (e.g. salivary gland infection). It is important for your dentist to determine the cause of the condition. The majority of tongue problems are not serious and can be resolved quickly. Good luck.
