Someone that is on hypertension meds missed a week of meds - bp was taken 145/72 - he has just refilled his prescription - should he go to urgent care?

Probably not: 145/72 is only mildly elevated. Unless they are having severe headache, confusion or other distressing symptoms associated with a high blood pressure, there is no need to go to urgent care, just restart the BP meds as directed. He should follow up with his primary doc regularly to ensure he is on the right dosing.
