Hyperkeratosis: Hard to tell without seeing this, but this may be follicular hyperkeratosis a condition where the hair follicles and pores get clogged with thick sloughing keratin. Please see a dermatologist to confirm, but you can start off by trying to moisturize the affected skin daily after showering with a gentle lotion like Cetaphil or aquaphor. This could also be eczema and may require some mild steroid.
