Very unlikely: Blood sugars can vary in the setting of a significant illness. Especially in a 14 month old. It really sounds like he has a viral gastroenteritis, or "the stomach flu." The ER doctors should be able to assess him for dehydration and electrolyte abnormalities and treat him appropriately.
