May be none: Your absolute neutrophil count is just below the normal lower limit and may be your normal. If you do not have recurrent or unusual infections, you may just wait and watch. Do not take any unnecessary medications.

Take away cause: The key is to figure out why the WBC is low to begin with. The goal should be to eliminate that. Some cancers can cause leukopenia (low wbc). Also, some chemotherapy meds can cause it. In certain circumstances, your doctor may recommend a medication that stimulates your bone marrow to produce more wbc. An example is called neupogen.

Depends on symptoms: An elevated WBC can mean infection or a number of other things. 15000 can be normal in some situations. It is important to describe any new symptoms that you may be experiencing. This will help in determining if the elevation in wbcs is normal or a sign of something more serious. Please follow up with the provider who ordered your cbc.
