How long does it take for a pinky toe nail to start growing after being completely torn off?

See below: Assuming there is no infection or damage to the nail bed & root, it should start growing in a few days. However, you may not see anything for a couple weeks. It will take several weeks to a few months for it to grow back entirely if the entire nail is gone.
