It is can be common: For the cells that grow a nail along the base of your nail bed not to take to the phenol. In my experience some patients just don't seem to respond to the phenol. Other factors could include if there was an infection present during the procedure or if there was excessive bleeding which could all lead to diluting the phenol. Your doc may consider redoing the procedure with a surgical excision.
